   1. How much physical space do you have to use?
   2. Is this a permanent or temporary museum/exhibit?
   3. Do you have insurance? Does the insurance cover the structure and the artifacts?
   4. When are you trying to open?
2. Content
   1. The scope of the narrative you are trying to tell
   2. Do you have documents or artifacts to help tell this story? or are you seeking to get other people, archives, libraries, etc. to loan or donate materials.
   3. Who will be writing the narrative/text for the museum? 
3. Staffing and Security 
   1. Will the museum be open to the public
   2. When are the hours of operation
4. Funding
   1. Do you have the money or are you seeking donations?   
   2. Does the money cover the staffing and operations
